Wendell Starling is the Co-founder and Vice President of Star Developmental Services. Originally from Philadelphia Pennsylvania, he graduated from Germantown High School. In 1975, Wendell joined the United States Coast Guard where he stood for Presidential Honor Guard to President Gerald Ford.

Wendell started his career of working with individuals with intellectual and developmental disabilities in the early 90’s in Silver Springs, Maryland. While working at the institution in Maryland, Wendell helped redesign a program for individuals with disruptive behaviors. It was here that Wendell noticed that individuals with disabilities needed more social integration. Wendell was approved for clearance to take some of these individuals  assigned to his unit off the facility grounds. Even though Wendell was met with challenges, he was consistent with his efforts to help integrate his clients into the community.

Wendell's experience and knowledge with this population became increasingly connected and close to his heart when his oldest daughter was diagnosed with Cerebral Palsy. This diagnosis enhanced Wendell’s perspective on helping individuals with special needs. As a parent of a disable child, he was able to sympathize and understand the challenges that families face with their loved ones.

Furthering his knowledge, Wendell became a certified Life Quality Coach and a Registered Behavior Technician. Wanting to make more of a personal impact, he and his wife, Dana Davis, established Star Developmental Services.
